Coleen A. Wagner was born June 30, 1933 to Mr. and Mrs. Paul Wagner of Fort Dodge, Webster County, Iowa. She joined 4-H, along with her sister Angela, as a member of the Elkhorn Earlybirds 4-H Girls Club. She was a member for seven years from 1946-1952. Wagner graduated from Fort Dodge Senior High School in 1951 and then attended Fort Dodge Junior College and Iowa State Teachers College.
